We launch

Sneak missile attacks
Without provocation

This opposition is more straightforwardly two alternative ways of referring to the same thing. Each column has an object for 'launch' and an adverbial phrase of manner. But again the writer adds an extra rhetorical twist by giving a separate line to each of these two elements, thus emphasising (more than would be the case if only one line per entry was used) the fact that the oppositions are in both the object and the adverbial.
