Judge Thomas Fell (supposed)

Vice Chancellor of the Duchy of Lancaster, owner of Swarthmoor, first husband of Margaret Fell. Dismissed the case against Fox of the grounds that there was no evidence against him supported by two witnesses, as the Act demanded. The only almost-certain image we have of any of the characters except for James Naylor.
