Francy Elena Mina is a community leader in Brisas de Las Palmas, Cali, Colombia. Displaced by conflict in Cauca, she settled in the neighbourhood in 2002 and has worked tirelessly to improve conditions. As president of the Community Action Board, she advocates for legal recognition, public services, and development.

Francy also runs a community kitchen providing meals to vulnerable groups such as single mothers, the elderly, children, and people with disabilities. Originally supported by local donations, the project now serves around 80 people daily with help from the Archdiocese, the Mayor’s Office, and food banks. Her leadership empowers youth, fosters opportunity, and strives for a stronger, legally recognised community.
