Ruskin is explaining his interpretation of the inscription. There is a hook rather than an ‘s’ at the end of MECUREU, which Ruskin reads as MERCURIUS. DNT and AN for ‘governs’ and ‘years’ are given simply because they are the standard forms used in these capitals. So, in Ruskin’s reading, Mercury governs childhood (literally boyhood) for ten years.
