the old sculptor alle pietra di Porto chieto and guilto is Istria

That is the reading of the Ruskin Library Transcript T7A. A better reading might be ‘the old sculptor calls pietra di Porto chieto [‘or guieto’ is a later addition] in Istria’. Ruskin is here reporting a conversation and attempting to transcribe what he was told by someone he knows only as an old sculptor. Ruskin makes two attempts to write down the place name, the first ‘quieto’, the second ‘guieto’; another possibility, though not one mentioned by Ruskin, would be ‘quieto’. The place is in Istria, and the source of the stone from Istria called in Venice ‘pietra Bandia’.
