The reference to Psalm 99 Verse 14 is unambiguous in the manuscript. It is however a mistake: Psalm 99 has no reference to mercy or truth, and has only nine verses. The nearest to what Ruskin wrote is Psalm 89. Verse14 which reads in the King James Version:
Justice and judgment are the habitation of thy throne; mercy and truth shall go before thy face.
