The words transcribed as ‘may set’ are a later insertion to replace a word which has been struck out. The word struck out looks as if it might have been ‘single’. In the manuscript ‘may’ is unclear: ‘one’, ‘may’, and ‘are’ are possible readings. It is also possible that the word transcribed as ‘may’ has been struck out. The last possibility, to read only the word ‘set’, seems the only one to make sense of the syntax. However there are so many changes to the structure of the sentence that that is not necessarily a good criterion.
