The reference is to the decline of Gothic, the examination of which was the task Ruskin set himself in the first entry of M2 on 6th October 1849 (see Notebook M2 p.1back), a process which was, for Ruskin, shown in the Scala monuments in Verona reaching its lowest point in the Duomo in Milan. That is perhaps the point of the reference here.
