A footnote at Works, 9.51 suggests the possibility that there was a law writer of that name, but provides no further information. Perhaps there is some reference to the legal publishers. Perhaps, though, the reference is to Edmund Butterworth Universal Penman or the Beauties of Writing Delineated, published in Edinburgh in 1784, and in London and Edinburgh by E.Butterworth and Son, and the use of the word ‘penmanship’ associated with contexts of that kind.
