There is nothing else on the page in the manuscript. If this page is indeed Notebook M2 p.17backL, then it would be difficult to read it as a comment on the side note at Notebook M2 p.16back. A principle defined in a side note at Notebook M2 p.16back reads:
Relations of / Capital with / Shaft. / Law 1st. The excess of / cd over aa / greater in prop. / to slenderness / of shaft.
See Works, 9.142 and Works, 9.145 for the enunciation of this principle, the first of the laws defined there, though it is in the chapter on the capital rather the chapter on the shaft.
Compare the principle as stated at Notebook M2 p.17back, opposite this note:
Law 2nd / The excess of / cd over aa / must be less / in proportion / to scale of / capital.
