‘only blocked out’ is an altered version of the original which omitted ‘only’ and read ‘block cut’. Compare Notebook M2 p.111 where Ruskin uses his observation that the upper traceries of the Frari are badly cut as evidence for the general conclusion, applied also to the Ducal Palace, that Italian craftsmen were careless in carving upper stories - perhaps, as he suggests, for the good reason that they were taking account of the view point from which they were seen.
