At Notebook M2 p.67 the same reference is given, but simply as ‘M 195’. This reference in the index seems to be the only occasion in M2 when ‘M’ is referred to as ‘M1’. It seems to be a form which Ruskin adopted for later annotations, and this reference in M2 has the appearance of being a later addition.
