Building a Validity Argument for Euro Examinations

Euro Examinations are one of the three test providers in Hungary that embarked on a case study of piloting the Council of Europe Manual and linking their examinations to the Council of Common Europe Framework (CEF). This presentation is meant to review the progress of the linking project and report on its results so far. A baseline will be established for the project first, with discussion of the context and scope of the project. Important, there will be a discussion of initial difficulties that naturally arise with ‘trailblazer’ projects that cannot rely on established previous research to the extent that it would be desirable. In the main body of the presentation, each phase of the linking - as advised in the manual -- will be dealt with highlighting lessons learnt for its further improvement. Validity evidence will be presented and it will also be shown how the conclusions from each phase of work allow this validity argument to be built up. This validity argument essentially answers the question whether the Euro Examinations, intended to test levels B1, B2 and C1, indeed test that level or not.
